Define problem statements and success measures with stakeholders
Lead discovery activities including workshops and interviews to clarify user needs and pain points. Translate user and business needs into clear requirements, user stories, and acceptance criteria. Drive end-to-end requirement management across the product lifecycle from discovery to post-release improvements. Support backlog refinement, sprint planning, UAT readiness, and release communications.

Requirements
- More than 7 years of experience as a Business Analyst on digital products or technology programmes
- Hands-on experience across product lifecycle stages: discovery, requirement gathering, stakeholder management, solutioning, delivery
- Strong feature reasoning and system thinking to model workflows, integrations, and dependencies clearly
- Strong collaboration experience with UX designers in prototyping and validating user journeys

Overview We are looking for an experienced Business Analyst to support the delivery of citizen- and agency-facing digital products. You will work in cross-functional product teams to drive discovery, translate user and business needs into clear requirements, and partner engineers and designers to deliver secure, scalable solutions. Key Responsibilities Discovery & Problem Framing Lead and support discovery activities (workshops, interviews, data/insight review) to clarify user needs, pain points, and desired outcomes. Define problem statements, scope boundaries, assumptions, and success measures with Product Owners and stakeholders. Requirements & Product Delivery Translate needs into clear user stories, acceptance criteria, workflow diagrams, and functional/non-functional requirements. Drive end-to-end requirement management across the product lifecycle: discovery definition delivery post-release improvements. Support backlog refinement, sprint planning, UAT readiness, and release communications. Feature Reasoning & System Thinking Apply strong feature reasoning to evaluate options, trade-offs, and impacts across upstream/downstream systems. Produce system thinking artefacts such as context diagrams, data flows, event flows, and dependency mapping. Identify edge cases, failure modes, and operational considerations early to reduce rework and delivery risk. Stakeholder & Delivery Management Manage stakeholder expectations and facilitate alignment across agency users, policy teams, operations, and vendors. Maintain clear documentation, decisions, and traceability from requirements to delivered outcomes. Escalate risks early and propose mitigation options based on evidence and impact. Collaboration with UX and Engineering Work closely with UX designers to prototype and validate journeys, flows, and screens with users. Translate prototypes into implementable requirements while preserving user intent and usability goals. Partner engineers and architects to ensure solutions are feasible, testable, maintainable, and secure. Required Skills & Experience More than 7 years of experience as a Business Analyst on digital products or technology programmes. Hands-on experience across product lifecycle stages: discovery, requirement gathering, stakeholder management, solutioning, delivery. Strong feature reasoning and system thinking (ability to model workflows, integrations, and dependencies clearly). Strong collaboration experience with UX designers in prototyping and translating ideas into deliverable solutions. Strong communication and facilitation skills; able to engage technical and non-technical stakeholders. Comfortable working in Agile environments and supporting iterative delivery. Experience using JIRA and Confluence for backlog management and documentation. IT-related degree (Computer Science, Information Systems, Engineering, or equivalent experience).
