Accordingly, our Global Affairs team builds authentic, collaborative relationships with public officials and the broader AI policymaking community to inform and support our shared work in these domains. We ensure that insights from policymakers inform our work and - in collaboration with our colleagues and external stakeholders - support the development of regulation, industry standards, and safe and beneficial development of AI tools. ABOUT THE ROLE As the EU Policy & Partnerships Manager, you will develop strategies, shape OpenAI’s approach to priority EU policy issues, and drive campaigns as part of our European team. You will also develop and manage relationships with key stakeholders across the Brussels policy ecosystem, including policymakers, regulators, civil society groups, industry associations, researchers and experts, seeking to advance policies and partnerships that align with OpenAI’s mission. OpenAI releases industry-leading research and tools. You will face new challenges as the impact of cutting-edge generative AI technologies continues to be explored and as the needs of the organization evolve. Day-to-day work may encompass anything from helping to shape strategic initiatives and developing policy positions to preparing our leaders for engagements with EU officials or representing OpenAI in private and public forums. We are looking for a self-directed and creative individual with deep EU policy expertise, experience managing relationships across the Brussels policy ecosystem, sound judgment, and a sophisticated understanding of AI and AI-related legislative and regulatory issues and processes. The ideal candidate will be able to move between strategic policy development and practical delivery, working across teams to advance OpenAI’s mission in Brussels. This strategic yet hands-on role will report to the EU Policy & Partnerships Lead and work closely with key internal and external partners. This role is based in our Brussels office and will involve occasional travel. We follow a hybrid work model with three days in the office per week and offer relocation assistance to new employees. YOU SHOULD THRIVE IN THIS ROLE IF YOU: - Have deep knowledge of the EU policy ecosystem, including the institutions, legislative and regulatory processes, key debates shaping AI and technology policy, and a solid understanding of the member state policy landscape. - Are a trusted relationship builder who can engage credibly with EU officials, regulators, civil society groups, industry associations, researchers and experts across the Brussels policy ecosystem. - Can translate complex AI concepts into practical policy relevance for EU policymakers and Brussels stakeholders. - Are comfortable operating independently while collaborating closely across teams in a fast-moving environment. - Are passionate about the promise of technology and the future of artificial intelligence but thoughtful about its potential risks. WE'RE LOOKING FOR A BLEND OF: - Experience working at the intersection of technology, policy, and politics and translating complex socio-technical issues to diverse audiences. - Deep expertise in one or more priority EU policy issues relevant to OpenAI. - An established network and credibility with EU policymakers, regulators, civil society groups, industry associations, researchers, experts, and other key stakeholders across the Brussels policy ecosystem. - Demonstrated ability to analyze and engage on complex regulatory and legislative proposals, including reviewing draft text, developing positions, and supporting negotiations. - Experience driving external policy initiatives, such as thought leadership, white papers, and participation in industry coalitions, that advance responsible technology development and policy positions. - Excellent written and oral communication and presentation skills in English, with experience briefing senior stakeholders; additional EU languages are a plus. - Strong strategic thinking, problem-solving, and project management skills. - Ability to execute in fast and flexible environments through rapid cycles of analysis, decision, and action. - Track record of effectively working with cross-functional teams and aligning a diverse range of internal and external partners. - Sound judgment, discretion, and outstanding personal integrity. - Genuine care and knowledge about the impact of technology on society.
