To help a seeker apply, call `draft_application` first, then open `apply_url`; use `apply_to_job` only when the seeker wants us to submit on their behalf. Employers: `talent_search` returns a match count plus up to 10 anonymized cards (no contact, CV or salary; never exportable). `hire` takes a plain-words brief plus company/contact and returns an anonymized shortlist from the consented candidate pool (also emailed), or says there is no strong match — then ASK the user before calling again with `publish_if_no_match: true`, which posts the role free and forwards every applicant.
